UK Local Government
Local Government in the UK is, on the whole, organized by dividing the
country into County Councils which are then sub-divided into District Councils
which are in turn sub-divided into Parish Councils. In some cases the County
and Districts have been merged into Unitary Authorities. 1998 is a time
of change for Devon which is loosing two Districts, Plymouth and Torbay.
They are becoming Unitary Authorities.
Silverton - Political and Administrative
Silverton is a parish within the Mid Devon District Council area which
itself within the Devon County Council area. Devon C.C. is responsible
for Education, Social Services, Highways and other items. Mid Devon D.C.
is responsible for waste collection, housing, development (planning), environmental
health and building control. Silverton Parish Council has very little power
or responsibility but serves a vital role in passing on the views of the
village and ensuring that the locality is well served.
Politically, our Parish Council is
an elected body of 11. These people are either residents of the parish
or have a business here. There is a Chair Person, a Vice Chair Person and
a paid Clerk who has no vote. Click here for a current
list of members. The Parish of Silverton is also a "Ward" of Mid Devon
District Council (MDDC) and local people vote for a District Councillor
to represent our interest on that body. Click

Silverton is part of a larger ward for
Devon County Council. It is the Bradninch and Creedy Ward.
For national politics Silverton is part of the Tiverton
and Honiton Constituency. Our Member of Parliament at Westminster is:-

Wealth and Poverty
The 'wealth z-score' is derived from combining four variables: two or more
cars; big houses (seven or more rooms); DINKY households (dual income,
no kids); and those in occupations where the average full-time salary was
above the higher tax rate threshold, plus personal allowances (£23,705
in 1991). On this method Silverton scores 1.20 - a positive number indicating

This shows a 7.8% increase on 1996 whereas there was only a 2.5% increase
'95-'96. This compares with the Governments Retail Price Index (RPI) which
showed a 3.6% increase '96-'97 and a 2.1% increase for '95-'96.

Parish Council Budget
Silverton Parish Council has a budget (known as a precept) of £13,000
(U.K. Pounds) for the year '98-99. This amount comes from Council Tax and
central government funding. Council Tax has gone up by 14.87% this year.
For a typical Band "D" property paying £733.90 for '98-99, £569.01
goes to Devon County, £48.30 to the Police, £102.96 to Mid
Devon and £13.63 to the Parishes (average)

In '98-99 Devon County plans to spend £440,104,000. This will be
